This cmdlet is documented as not supporting fragments (part after the #) in the URL.

However setting fragments works fine via the user interface. It uses the apprently undocumented _api/navigation/SaveMenuState.

The Add-PnPNavigationNode cmdlet currently uses the CSOM which seems to strip the fragment from the URL service side.
