Look into GitHub action for automatically adding new tickets to project

This action seems to be what we'd need if we want this

We might have to use this workaround to avoid using a Personal Access Token tied to an individual account if we want to use this. That means creating a GitHub app, etc.

Overall, this seems like it'd be a lot of moving parts for something like this.

Just use a personal token, we do that all over the place. Risk is manageable.
