Opening a new issue still triggers the Issue Action intended for new libraries, we should limit the running of that PR to relevant issues.

@Stefterv Do you have an example of a "blank issue" that erroneously trigger the workflow in issue_to_pr.yml?

What are the conditions that should be met in order to trigger the workflow?
