Improve location suggestions

The current location suggestions seem pretty bad: it should obviously at least suggest the belgian capital:

Yes I also think this needs improvement, but it's really difficult to get right, e.g. weighing station importance based on number of departures, and weighing station vs address importance. E.g. I think that stations should have a higher weight than addresses, but in this case, a bus station named Bruxelles in Belfort should probably not have a higher weight than the "address" of the city of Bruxelles...
