Flux is a fast communication-overlapping library for tensor parallelism on GPUs, developed by Bytedance.

Reasons for the request

The package size is about 110MB now and we expect a 200MB package size limit.

I've set the upload limit for byte_flux to 200 MB on PyPI only, because the project doesn't exist on TestPyPI.
Please be mindful of the frequency of releases at that size.
