Tests for macOS ARM wheels

Now that I have the ability to do so, I should be able to run tests and create wheels for macOS ARM.

Not that feeling super motivated about running my own builder this weekend, so as short-term gap just going to have macOS builder on GHA make universal2 wheels that work on macOS; I've validated that tests pass on ARM Macs, and I'll manually validate the wheel (#383).

From a user's perspective this shouldn't matter, there will still be macOS ARM wheels.

Would it be possible to also get a linux aarch64 wheel? Would be useful for running arm linux on arm macs via docker since running amd64 linux on an arm mac via docker is so much slower.
