Dr. CI doesn't update when CI job is retriggered

To my understanding, Dr.CI message is updated in the following events:

• Periodically in every 15 minutes https://github.com/pytorch/test-infra/blob/main/.github/workflows/update-drci-comments.yml
• When the PR is created or updated https://github.com/pytorch/test-infra/blob/main/torchci/lib/bot/drciBot.ts
• When mergebot runs with @pytorchbot merge
• When @pytorchbot drci is called explicitly

@clee2000 Do you remember if we refresh Dr.CI when a workflow/job starts or finishes? One common source of staleness here is when the periodical refresh fails, and also it only runs every 15 minutes.
