Can be fixed by either downloading that additional SDK (gross, who wants to do that) or taking on a fix like had to be made in these modules:

• Remove explicit SDK version for Windows builds TheWidlarzGroup/react-native-video#3246
• Remove explicit SDK version for Windows builds react-native-picker/picker#483
• Remove explicit SDK version for Windows builds react-native-clipboard/clipboard#177

So if anyone wants to make that same change in this repo's vcxproj, that should fix it.
