Allowing Users to work with reporting categories

Summary

Finish off the reporting category work by letting the bank users administer the reporting categories on items

Why?

Some items that are "Other" based on their base items may really belong in another category. The banks know better than we do.

Details

1/ Allow viewing/editing of the reporting categories on the items
2/ Add filtering by reporting category on the banks' screens where we currently have filtering by base item
3/ Remove filtering by base item by banks.
