Not actively, but people will sporadically make updates.

Can you please share a link to that repo? Since I am currently interested in benchmarking rumpkernel on ubuntu 18.04 host and I am facing a lot of problems, I would definitely use a modern version.

It's part of https://github.com/netbsd/src but we build it there just for the NetBSD host. It shouldn't be hard to rebase it for the portable (Linux) glue.
