Control ReadAssetCollectionPrivilege via ACL #10

It would be great if the ACL package could also handle the ReadAssetCollectionPrivilege as this is often used in multisite environments.

Maybe it even makes sense to also control ReadTagPrivilege but this might be too much for the acl-ui.
