Add the following information to sara-web documentation:

Info about create database python manage.py makemigrations and python manage.py migrate --run syncdb
Info about create a super user: python manage.py createsuperuser
Info about installation and configuration project on other operating systems
Info about load initial data python manage.py loaddata fixtures/initial_data.json
