Software reusability and ability to repurpose

The reusability requires disoverability and clear API and documentation with scaling/other performance metrics for the community to assess, compare and adopt it. This could also require metadata for known domains of application. The discoverability aspect also requires a catalog/clearing house/repository where such software can be distributed from. If the software can be repurposed for some other than the original intended purpose that need to be described with a exemplar/tutorials.
