As evidenced in sile-typesetter/fontproof#52, SILE is not actually handling the case of setting languages it doesn't have support (hyphenation patterns, localizations, etc.) for very gracefully. It spews a misleading warning.

The warning should be different in the case of setting a language we don't have any resources for, and it shouldn't repeat.
