Should we be using NetworkRequest.Builder to find when Bluetooth and WiFi Transports are available? #33

We need to know when we have Bluetooth or WiFi availability. Lollipop introduced ConnectivityManager and NetworkRequest.Builder to get notified when networks with Bluetooth or Wifi are available. Should we use them to figure out when the networks we need are around?
