Can we successfully send long values using BLE? #42

Our plan to move discovery to BLE requires that we be able to send values longer than the default MTU of 20 bytes. Android does supportthis but it seems like it's buggy as all get out. Please see here for a bug on Android that explains various folks attempts to deal with this issue.
