ONGOING_CREATION workspaces during the migration 40 to 41

Bug Description

workspaces that were not in the state active during the migration were skipped. So "context" column of actors were not created

Technical inputs

• Check all workspaces that are in the status ONGOING_CREATION and that they are missing the context on their company table
• impersonate to make sure everything else is fine
• run the last migration yarn command:prod upgrade-0.41 -w XXXXx for the XXXX workspace
• impersonate to make sure everything else is still fine
