Convert MOE values to CI values for consistency

This could be done on the API side, but probably makes more sense to do during the data fetch in the epa-justice codebase. Duplicate issue in that repo here.

Regardless of where the MOE -> CI conversion is implemented, we want the demographics data return from the API to have only CI values, and drop MOE fields/descriptions from the CSV output, replacing with CI fields/descriptions.
