How to disable startup message completely?

I am sometimes rebooting the machine that hosts tg-spam instance, and every time this happens, bot sends "" to the chat. It's slightly annoying, and I'd like to avoid that.

I tried to set MESSAGE_STARTUP="" or just comment it out completely -- both options lead to the bot sending "" to the chat.

By default, MESSAGE_STARTUP is empty and won't send anything at all without the need to set it explicitly.
