Split the current “Dashboard” feature into “National Dashboard” and “My Organisation Dashboard”

This new organisation dashboard that shows the accounting as well as pending action for a user’s organisation:

My projects
My credits
My retired credits
My pending actions (jump to pending projects that require action)

zungundp added this to the Release version 3.0 with updated policy flow & emails milestone
