Found out that 116 drops support for vaapi for old intel and AMD: https://bbs.archlinux.org/viewtopic.php?id=244031&p=35

I was able to downgrade to 114 after downgrading re2 but not sure how long this will work.

It's not looking good, especially since firefox support is janky and slow.
