Flags and subcommands

Im trying to find a way to implement subcommands and define a flags that could be skipped for some of them and required for the others.
for instance, this doesn't work, this config even doesn't find the flags:

						Name:  "",
						Usage: "Connect to the backend with a specified URL",
						Flags: []cli.Flag{
							&cli.StringFlag{
								Name:     "url",
								Aliases:  []string{"u"},
								Usage:    "URL to connect to the backend",

						},
						Action: func(c *cli.Context) error {
							fmt.Println("ctx")
							name := c.Args().First()
							url := c.Args().Get(1)

							return contextUsecase.NewContext(c.Context, name, url)
						},
					},
					{
						Name:  "set",
						Usage: "Set current context",
						Action: func(c *cli.Context) error {
							fmt.Println("ctx set")
							name := c.Args().First()

and this requires the flag for all the commands:

Curious if there is an easy solution I missed

I think I tried something not very viable.
so I did a list of subcommands for every action
