Please describe the problem.
When volunteers offer to help with post-disaster recovery, they may lack certain skills in order to perform specialist activities le.g. operating heavy machinery or crop skills for farm work.
TenFour admins of an organization that is receiving volunteers would like to know via profile information who has what skill. These skills will need to be searchable.
TenFour responders/volunteers need to be able to enter skills from a list to their profile. They need to be able to be recognized across volunteers so avoid:
Person one writes: I can operate a digger
Person two: Digger operation
There needs to be a common list and a way for the Admins/Owners of TenFour to add what is needed in what location.
Suggestion: Admins/Owners could send a check-in only to people on a TenFour organization that have a certain skill in the profile. This could be combined with location to manage better.
Suggestion: TenFour could have an option or a mode where people can be placed in temporary groups according to the skill or distributed to multiple locations when a certain skill is needed across various locations. Not unlike issue (#215 ) TenFour should be able to automatically place people in groups according to a skill added to profile
Who are we designing for?
We are designing for at least two user groups primarily after a disaster
1 -NGO Leads or people managing a TenFour organization. Otherwise referred to as an 'admin'
Typically have the role types of Owner and Admin in TenFour. The owner of the TenFour organization could be the farm owner. These users need to quickly understand what task a volunteer can undertake but also want to have flexible volunteers useful in many circumstances.
2 - The volunteers moving from location/farm to location/farm in order to be most effective in response to the disaster recovery in there changing location. They may be updating their skills information on the profile as they travel. This information may not be immediately verifiable.
Describe what the user needs to do
Volunteers need to be able to add information to their profiles possibly during the onboarding part of TenFour and also in the profile section.
This needs to be clear in why TenFour is asking for this information and how it will be used.
(if required by the government) Volunteers need to be able to prove that they have a certification for a certain skill or activity
Describe alternatives you've considered
It can be done through a series of check-ins asking these questions but this would be difficult to manage.
What is success for our user
TenFour owners (farm owners, NGO workers) can clearly see a volunteers skills and are able to verify this skill through a reputable source which does not need to be located in the TenFour system at present (e.g. email a certificate, link to a document via a check-in message etc.)
Farmers gain the right amount of volunteers for the right tasks for the right amount of time for their typhoon recovery and resources can be allocated easily and semi-automatically to other areas/farms when needed.
What are our design constraints?

Mobile telecom connection or internet connection.
Uses/already logged onto a TenFour org
On the TenFour system as a ‘person’.
