4th Issue Created from usnistgov/OSCAL#1733

User Story:

As a user, I would like to visit a webpage to view all latest OSCAL related news. The NEWS page should be accessible from the main page, and be marked appropriately when 'new' NEWS are posted. The existing page: https://pages.nist.gov/OSCAL/about/news/ should be sunset.

Goals:

  • The NEWS page gains proper visibility
  • Old "NEWS" are archived in a separate (appropriate) page.
  • The Website is modified to highlight the information and navigate with ease
  • A Pull Request is submitted containing the above changes.

Dependencies:

  • Compile and prioritize any noteworthy OSCAL news to be added to the page.

Acceptance Criteria

  • The current page is moved to gain proper visibility
  • The page is updated to not preserve old information
  • Old "NEWS" should be archived in a separate (appropriate) page.
  • The Website is modified to highlight the information and navigate with ease
  • A Pull Request (PR) is submitted that fully addresses the goals of this User Story. This issue is referenced in the PR.
  • The CI-CD build process runs without any reported errors on the PR. This can be confirmed by reviewing that all checks have passed in the PR.

From discussion with the team during backlog refinement:

  • Nikita summarized a nice technical solution to build an aggregator of feeds from community organizations that opt-in
  • Dmitry expressed interest in Nikita's recommendation, but also explained how we would likely need a review process and automated propagation of community content may raise concerns with team/group/div/NIST policies.
  • Those on the call do believe that news should be focused on external news from the community (and community engagement, DEFINE as the important example).
  • Arminta and others did express interest in being involved with external community members who want to coordinate with news to share.
  • By implication it seems NIST events for the OSCAL community are not really news and do not belong here, re upcoming conference announcement
  • Reviewing website metrics for the last month, the current news page is very infrequently visited (< 10 times versus the landing page and other high foot traffic pages, over 100 times), other issues from the previous spike and ongoing work should be prioritized, but navigation and organization has an impact here. Multiple team members didn't even know this page existed and were surprised to hear about it, and they explained for them this is the culprit.

This might need further discussion/approval. Requesting organizations to opt-in, and then performing an analysis of their activities, might need additional approvals. It might also not be representative since it will depend on a subset (a.k.a. only the ones that opted in)

  • Those on the call do believe that news should be focused on external news from the community (and community engagement, DEFINE as the important example).

I don't think we can focus our 'News" on the community's activities and not be perceived as endorsing such activities. Further discussion is needed

The NEWS page should capture NIST OSCAL News... The community can maintain separately a site that includes their news.

Perhaps we should talk about it then, because outside of new version releases of OSCAL by NIST, that is exactly the content we already have on the current news page and the review process prior was not clear to me. But we will likely not tackle this is the next sprint as part of the event announcement, so we didn't plan on rushing through this anyway.

I have in mind the News page as a central place where people can come for the latest monthly or quarterly letter capturing RFC, what are our top priorities under MEM and DEFINE, releases, workshops, etc. We could keep the latest letter up and the older ones archived.. Let's talk.

Maybe OSCAL News should be a different page than Blogs page (where the community could contribute). I think that OSCAL conferences is a topic that fits in the "News" category (see statement above). If we want to post all announcements we emails to the community, RFCs, those can be news too, I agree.. Can we please further discuss it with the team? I sense we want the same thing but do not communicate it well.

I discussed with Michaela this morning and I will add this tentatively to the sprint and work on it to not overload the team in preparation of future news items.

@aj-stein-nist - We discussed that RFC can be captured as NEWS. Please note (since you assigned it to yourself) that we have under Contribute a Newsletters page with RFC(s) .. archived. We should simplify and only keep a paragraph describing the concept and link to NEWs page for people interested in the latest RFCs. If RFCs page remains as a stand alone page, then maybe the NEWs page will only provide a link to the RFC..
