The link provided in the Plugin page is static. It does not account if the user has installed Wordpress in a subdirectory.
For example, in my case WP is installed in the subdirectory "XYZ" so the proper path to admin.php is: http://www.MYDOMAIN.com/xyx/wp-admin/admin.php?page=notify-users-e-mail-settings
Manually entering the URL works.
Your plugin should sense where the WP install is, and alter the URL accordingly.
