Build Targets Support

Is there any plan to implement vue-cli-service build?
Just like in Vue 2: https://cli.vuejs.org/guide/build-targets.html

My actual question is, should I use vue@2 to get access to this feature, or is vue@3 going to support this soon?

Library target can be bundled via Vite's library mode: https://vite.dev/guide/build.html#library-mode
For Web Components, please refer to the documentation: https://vuejs.org/guide/extras/web-components.html#sfc-as-custom-element

I personally don't have a plan to support these targets via command line, though, as that would induce too much maintenance burden.
