[Editorial] capitalization of "SPARQL string", "SPARQL Query string", and "SPARQL Update string" #144

I believe that the capitalization I have used in this issue's title is correct, and is what should be used throughout.

This purely editorial question, which touches many if not all of our output documents, can be answered during CR.
