Allow Publishing Posts for Dates at past on WordPress for Android

Expected behavior

Articles and web pages can only be published after the current time.
I think publishing web pages at a past time is not reasonable.

Actual behavior

You can use a past time when selecting a publication date.

Steps to reproduce the behavior

PS: The language is Chinese because i can't change it in "settings--language", i am sorry for that.

1. go to article
2. click button "update"
3. select a date to publish your article
4. choose a date before

Tested on [device], Android [version], JPAndroid / WPAndroid [version]
