Hashes can be conflated with custom URLs #1

You can create a custom URL that looks like a hash, and then a hash can be generated later.

Also, you can create a custom URL that is a pre-existing hash.

In either case when the user navigates to the whurl the hash will have preference.

Maybe we should merge the custom_url and hash fields after all.
