server端使用命令-listen kcp://xxx.xxx.xxx:xxx ,用户端使用配置文件可以正常连接使用kcp
server端使用server.json，用户端使用配置文件提示连接success，但无法访问，两个配置文件改为fast也还是一样

仅kcp模式，其他模式正常

如果quic模式没问题的话，就是kcp的配置或者代码的问题
