Community submission policy: the open option shouldn't mention restricted communities #988

Maybe we can utilize https://github.com/inveniosoftware/invenio-communities/blob/master/invenio_communities/config.py#L302 to include the "restricted" message in the text

Alex was saying that if restricted communities are enabled then we should automatically select Closed and grey out the inputs as both options are the same

That is not true if a community is still public, no?

Can restricted communities be public? I thought restricted communities were only visible to members
