Community submission policy: the open option shouldn't mention restricted communities

Maybe we can utilize https://github.com/inveniosoftware/invenio-communities/blob/master/invenio_communities/config.py#L302 to include the "restricted" message in the text

That is not true if a community is still public, no?

Can restricted communities be public? I thought restricted communities were only visible to members
