We should return an etag or equivalent (perhaps last modified time) when reading/writing data sets and USS files.

@dkelosky Are you able to assist with retrieving the mtime attribute for data sets and members on zowex side?

Discussed w/ @dkelosky offline and the same method for USS should work w/ data sets. Will follow-up regarding data sets if needed
