Description
This is the initial PR for adding the hovercards package to the monorepo. Basically, the dev environment is working now but the GitHub actions (docs links, GH templates, and maybe more) are broken due to the PR branch and the monorepo structure. So, I will merge this PR first and then fix all the issues in the following PRs.
