Transition package build test GHA to modern remote infrastructure: adopt the ITKRemoteModuleBuildTestPackageAction action to avoid boilerplate code.

Bump ITK version to 5.4.0 in CI. The package already required ITK 5.4.*.

Many remote module CIs are currently broken. We can follow up later.

Many remote module CIs are currently broken. We can follow up later.

I know, but there must be some upgrading the kind of this PR that breaks the cycle so that the issues can be investigated openly, without relying on local builds and long turnarounds. I have devoted a lot of time in the past few months to tasks like this, and have repeated multiple times that the maintenance of the remotes is not scalable as it is. Even if now each remote may have a different problem, the lack of a unified list of remotes and CI status view makes tracking these things a lot harder (x-ref: InsightSoftwareConsortium/ITK#4786, InsightSoftwareConsortium/ITK#5134 (comment)).
