Update contextual-help component to css latest version.
Note: This update needed an update to our process-spectrum.js script. The update was that our script always expected an index-base.css file in the dist folder of the component css but there were components which didn't have this file and for those components we are supposed to be using index.css directly.
The script now uses a simple try/catch statement to first try the index-base.css and if not then use the index.css.
If my change required a change to the documentation, I have updated the documentation in this pull request.

I have added tests to cover my changes.
All new and existing tests passed.
