chore: lint-staged and commitlint update

现在用的 commitlint 和 pretty-quick 经常报错导致无法提交，建议改为更加成熟稳定的 lint-staged + 最新版的 commitlint, prettier

1. 使用 lint-staged 替换 pretty-quick，支持 eslint --fix 和 prettier --write
2. 更新 commitlint
3. 更新 prettier
