Update application (hamburger) menu with link to the Web store

Description

We should match Chrome and link to the Extensions web store from the application/hamburger menu. This requires an Extensions link that open into a sub-menu for Manage Extensions and a link to the Visit Web Store https://chromewebstore.google.com/category/extensions

Steps to reproduce

1. Open application menu
2. Notice the Extensions link only point to brave://extensions
3. Should add a link to the Web (extensions) store
