- Don't quote identifiers with backticks
- Indent lists so they're recognized as lists
- Indent ABNF rules so they don't get formatted
- Revert trailing dots on ABNF rules that aren't part of the grammar
- Start each comment with the identifier (essential for gofmt handling code blocks correctly)
