Add CI job for stale bot (#2145)

* Added github workflow for closing issues

Added action to mark issues as stale after 14 days of inactivity and close them after 14 more days

* Create close-inactive-issues.yml

* added debug-only property

added debug-only property to play with the action before enabling it

* removed redundant job

removed the "close-issues" job as it is now a part of another yaml file

* feat: added new label

Added new label by executing `github-labels sync`

* fix: fixed the label name

Change the label name to "⌛ Status: Waiting for Customer".
