test: refactor e2e tests

Description

Closes: #3612

• Makes tests easier to read and add to by extracting transactions and queries from the test files themselves to their respective files.
• Moves all commonly used utilities into a common folder.
• Fixes wasm upload and instantiate functions to return code IDs and addresses.
• Creates global wasm ID and per-account deployment counters for contracts.
