Redesigned `Ц` and `ц`

This is a second pair of cyrillic glyphs redesigned by me. Previous were Д and d in 1.14. The main feature of these glyphs is that they have a hanging tail, that extends 1px right from the glyph rectangle. In Windows (ConEmu) those glyphs render nicely by overlaying, but if any of them will be on the border with differently styled text, this hanging part would be cut off. But the number of situations, where any of these glyphs would be in described position is minuscule, and the readability pleasure outweights for me.
