Not necessarily.
It does not directly depend on snuba. It only depends on kafka and postgres.
Now about the licensing.
This is not a sentry core business logic. It could potentially be used as a generic cdc solution outside of sentry as long as you want to stream data from postgres to kafka.
All sentry specific logic is by configuration which is not checked into the repo.
I think it is similar (as a use case) as https://github.com/getsentry/chartcuterie
