Introduce FILAMENT_SUPPORTS_WEBGPU flag to be used for webgpu support. Add -W option to build.sh for webgpu support compilation from build script. Thanks Andy Hovingh for helping out with this implementation
Introduce Enums to support WebGPU. Start to use header files from dawn.

These changes add Dawn as a webgpu backend dependency to filament and adds stub implementation to link against it.
