Install synctl in Windows

synctl can be installed on Win, and it is recommended to use v1.1.x and up.

• Download python for Windows from https://www.python.org/downloads/windows/
• Select pip andAdd Python to environment variables.

Add Python to environment variables.

• Open Command, run pip install synctl.

• Set configuration, run command synctl config set --host <host> --token <token>.
