This uses an environment variable called JiraTestResultReporter_affectsVersion.
If that is set, the version is looked up on Jira, and the appropriate
Affects version is set when the ticket is created.

This is entirely optional.

Log the URL of each newly-created Jira ticket to the build console,
so that you can read the console output and jump straight to the
ticket that was filed.

…ays. I will update the PR to make it configurable in the UI. Would love to see if you feel this would be the correct way to solve this.
