1.13.0-beta.1

First beta release of 1.13 series of kops. Please note this is beta - we are moving to a model where we release faster:

We are releasing alphas of 1.13 and 1.14 earlier than normal for kops; a kops 1.x.0 release is intended to be ready for production, but this means that the kops 1.x.0 release lags the kubernetes 1.x.0 release. We are therefore moving to a model where we release alphas and betas earlier in the process, to give users a choice.

Please see the release notes for the full list of changes. For existing clusters, please update to kops 1.12 before trying a kops 1.13 pre-release, because of the etcd-upgrade that is in kops 1.12.
