Add gate calls and the AST items it depends on to the new QASM3 compiler #2246

This PR adds gate calls and the AST items it depends on to the new QASM3 compiler:

  • Constant evaluation (needed for array sizes and type widths).
    • Unit tests.
  • QuantumDeclStmt
  • IndexedAssignStmt.
  • Bitarrays.
  • MeasureExpr / MeasureStmt.
  • Compilation to Result type (introduces LiteralKind::Bit(bool)) variant.
  • GatecallStmt
  • barrier
  • reset
