@cjsha I am not as familiar with the commutator, so I tried my best to match the broken links to updated links where possible, but please give this a once over and make sure I didn't link to the wrong location. |

This PR updates the actions to use the modern Pages deployment, and also adds linkchecks during actions.
A number of links were broken or could not be resolved by linkcheck, so those have been updated to the closest approximation I could find.
