Issue: #237
Description
This update introduces a new sub-module for oe_webtools_etrans. The sub-module includes a block that provides machine translation capabilities. The translation is based on the user's preferred EU language, following the eTrans - Language Concept 2023 from OpenEuropa Webtools.
When a user attempts to change the language of the page and the selected language is one of the 24 languages supported by eTranslation, the user stays on the same page. A banner for the selected language appears where
the user can use machine translation for this page.
In addition, the sub-module also includes the Live translation option, further enhancing the site's multilingual capabilities.
