At first I thought it might be blocking the GitHub runner, but I couldn't access the URL locally either.

At first I thought it might be blocking the GitHub runner, but I couldn't access the URL locally either.

When I use a vpn I also cannot access it. I'm guessing the site is restricted to only Turkey? Weird choice
